He wanted a "first meeting" scenario, wherein Rosa (the Giant Saltwater Raccoon) has just rescued her future boyfriend; a "frequently has-to-be-saved" surfer guy, who has yet to be named.  X3

As for why he had to be saved?  I don't know, he was being attacked by crab people?  =p
